Rome is one of the most requested and most restricted places to fly a drone in Europe. Here is what the rules mean in practice, and how a licensed Italian crew gets your aerial shots approved.

Short answer: not without preparation. According to D-Flight data, about 96% of the municipality of Rome falls inside at least one drone geographical zone, and in roughly 41% of it a specific authorisation is needed even at ground level. The city is surrounded by civil and military airfields, the urban area sits inside controlled airspace, and parks, the coast and many sensitive sites add further layers.
On top of aviation rules come two very Roman ones. Vatican City is a separate state, and its airspace is closed to drones. Many monuments and archaeological areas are managed by heritage authorities, whose permission is required to film them or to take off from their grounds, independently of the airspace.
We have flown in Rome many times, including a 500-drone light show above an ancient monument for an international bid. We know which offices to talk to and how long each step takes.
Plan for a few weeks for complex locations in the historic centre. Simple shoots outside restricted zones can be organised within days. Foreign operators who want to fly with their own drone under an EU operational authorisation must apply to ENAC at least 60 days in advance; flying with an Italian operator avoids this step entirely.
We can fly for you with our own crew and drones, or support your team on the ground: location scouting, permits, safety plan and liaison with the Local Police and the Prefecture. Everything is handled in English, with one point of contact.

Need to fly near an airport? In the red zones near Italian airports only class C5 drones with parachute and flight termination system may fly. We have them in our fleet, request the permits from ENAC and ENAV and always inform the Local Police and the Prefecture.

Kenneth CessnaFacebook reviewMost of central Rome is inside restricted D-Flight zones, so recreational flights are generally not allowed without authorisation. Fines and confiscation are common.
Only with both an airspace authorisation and the written consent of the archaeological park that manages the site. We prepare the requests; approval is at the authorities’ discretion.
No. Vatican City is a sovereign state and its airspace is closed to drones.
Yes. We can fly for you with our crew and equipment, or support your pilot. Operators from other EU/EASA countries flying under a standard scenario must send ENAC a copy of their declaration; those holding an operational authorisation must apply to ENAC for cross-border operations at least 60 days in advance (current fee: €353 plus stamp duty). Pilots from outside the EU need EU certificates: national licences are not recognised. Working with us usually removes all of this.
